While laying vinyl on wood, retailer should set up all the boards in place and hammer down any overhang nails if any and eventually the surface could be covered with plywood.
If it has to be install on concrete again a smoothing compound should be use to level the surface and the moisture level should be examine, if the readings are high, another damp proof layer need to laid before installation.
